UT-Battelle (the Company) is requesting an Expression of Interest (EOI) for professional Architectural and Engineering services for the Practical Evaluation Training & Research Center (PETRC) high bay facility. The Services solicitation is expected to occur in late spring of CY 2022. All interested firms should provide contact information (Name, Email and Telephone Number) for further correspondence as part of their response. The proposed facility will provide space for Environmental Safety & Health Office of Technical Training (OTT) and Research & Development (R&D) flexible High Bay Research space in one 9,100 sq. ft. building. The OTT space includes a large high bay training room with an overhead 10-ton bridge crane, classroom instruction space, offices, equipment, and storages space. The research activity and occupant for the R&D space are pending and should be determined prior to or during the design period. The primary space for R&D is a research high bay equipped with an overhead bridge crane to provide full coverage of the research high bay.

Scope – The anticipated project delivery method is Design- Bid -Build. The scope of work is complete design services including but not limited to Schematic Design, Design Development, Construction Documents, and in office Construction Administration support during the Construction Phase of the project.  Target Value Design principles (design to cost) are to be utilized in the design process to develop a project to meet the construction cost of $ 6,340,600. The site has been selected and is located on the west end of the ORNL campus. The objective of this effort is to provide ORNL with a Complete Design package (drawings and specifications) that includes sufficient detailed information to enable the bidding and construction of the facility. The detail scope of work and design requirements will be provided in a forthcoming solicitation.

Submittal Requirements – The EOI submittal requirements consist of a narrative summary overview of up to maximum of two (2) pages in length. However, the responses may aid in development of the final solicitation package requirements. The EOI response shall address the following:
• Provide examples of two (2) projects of similar type, size and scope
• DOE/Federal and/or local Work Experience
• Company name, key contact, address and Contact information for Bidding/Solicitation process

All responses will be electronic format and emailed to and must be received no later than April 20, 2022.
